The media has had a frenzy in recent months about the “loophole” in California law that allows anyone to carry a handgun in public legally as long as it is not concealed and the gun is unloaded.  This seemingly strange legal quirk is shocking to many in cities within Los Angeles County where the common citizen is not used to such an open display of firepower.  Some cities have enacted restrictions to the exception such as around schools.  In Hermosa Beach, the city has banned any open carry within 1000 yards of any school, of which there are many. This law makes it a criminal offense to carry in those restricted areas.
